It starts from the premise that what one proposes to do about something reveals what one thinks is problematic (needs to change). Following this thinking, policies Emeritus Professor Carol Bacchi, originally from Canada, taught and researched in the area of feminist political theory for many years at the University of Adelaide before retiring in 2009. She has written three books explaining her ‘What’s the Problem Represented to Be?’ (WPR) policy analysis approach: Women, Policy and Politics , Analysing Policy , and Poststructural Policy Analysis: A guide to practice . What is WPR? WPR stands for What's the Problem Represented to be?'. It is the name of an approach to policy analysis developed by Professor Emerita Carol Bacchi, Department of Politics & International Studies, University of Adelaide.
